If the service is running under the system account ( Log On As = Local
System ) then a system level DSN is required.
If a user DSN is required, for testing etc, then start the service with a
named user account. ( Log On As = .\username )
The <username> has to have a higher level of privileges; usually must
belong to the "Administrators" group.
