Anyone seen this error before? It just started happening yesterday when launching a Powerhouse app with a DCL procedure which contains “$ quick procloc=QK:”

When I go into QKGOMAINT to look at the QKGO file I get:
Data access error. (QKGOCUR*01)
%RMS-E-FLK, file currently locked by another user
%SYSTEM-W-ACCONFLICT, file access conflict

Tried deleting and recreating the QKGO file using the “Convert/Copy an existing QKGO file” utility; Don’t get the locking message, but still get QKGO error;
UNLOCK command says it’s not locked;
Using the OpenVMS Group manager account there’s no problem, despite my account having all the same privileges and rights.

Anyone know what’s going on here??

BTW: I can’t see how this can be related but I’m also trying (and failing) to configure a Foxpro 9 connection to the same database. Surely a coincidence?
OpenVMS 8.3
Powerhouse 8.40g
Oracle Rdb SQL V7.2
