Dbkey scope in 8.4

Hello all,

  We are in the process of moving from PH 7.10G on VMS/AXP 7.3-2,
RDB 7.1 to PH 8.4 on VMS/IA64 8.4, RDB 7.2. The thing what stopped us
is dbkey scope. It was controlled by PHDBKEYSCOPE logical in 7.10 and
I found no ways to do it on 8.4. Almost all our non-PH applications
use "dbkey scope transaction" and PH' "dbkey scope attach" is a real
problem for us. So how could dbkey scope be controlled in 8.4?
I feel I missed something obvious but can't understand what.
