Oracle Rdb and recompile requirements

Good Afternoon, PH Listers:
 
We've made a change to a table, removing a repeating key and the question was raised "Do we have to recompile all the programs that access that table?". My opinion and several others was "No...". We've had an enqueue and quota anomaly and I'm questioning whether our previous recompile asssumption was in fact correct?
 
Can anyone please share?

Rdb: Rdb/Dispatch V7.0-65 (OpenVMS AXP) 
and some kind of big HP Alpha (AKA DEC/VAX) server....
openvms ver: OpenVMS V7.1-2 
 
Yes, i realize some of this stuff is neanderthal...
