Sorry, I still don't understand.
The "Powerhouse/Axiant" way of doing this would be to have ten buttons on the top screen each running a departmental menu screen.
If you want to do this from code, though, look the "run screen <itemname>" command. The user could pick their department from a dropdown, and this data could be used to run an arbitrary screen when a button is clicked.

Ok, we have ten departments and each department has its own set of 
programs to run under a main menu.  What we are trying to do is instead 
of going through the menu's to get to the program that the end user 
wants to run, the end user can use the menu and simple click their way 
to that program (kinda like your windows menu).
