Need help: PowerHouse QUICK screen Code Trap

Greetings,

I don't have much experience with QUICK screens, so could use some help
understanding this abort.  Environment is PowerHouse 8.39C1 on MPE/iX
7.5.  QUICK aborts, apparently during initialization before displaying
the first screen.  It's happening consistently on all QUICK applications
on one of our test servers.  Other test machines, apparently configured
the same, work OK.  The problem machine was configured recently, and
QUICK has never worked on it.  QTP and QUIZ seem to work OK.  Following
is the output.  I appreciate any help.
