Cognos/IBM policy regarding new users

NO, it's certainly NOT a "Canada thing"!!!!!   If you think that Cognos'
policies on this sort of thing are obnoxious, you should take a look at
other software vendors!
Cognos is almost sweetness and light, comparitively speaking.
