QDESIGN having trouble with VMS chained logicals?

I found something strange with chained VMS logicals with QDESIGN. Like, we
have a directory logical defined as:

IA_AMR_UAT>> sh log dir$ia_common_data
   "DIR$IA_COMMON_DATA" = "UATDATA:[IA_COMMON_UAT.DAT]" (STAR_UAT)
        = "PRDDATA:[IA_COMMON_PRO_DAT]"

If the second directory does not exist, QDESIGN gives a %RMS-E-DNF,
directory not found error, even if the file exists in the primary directory.
So if you make a boo-boo defining your directory logical chain, it doesn't
work. Oddly enough, QUIZ has no problem with it.
