Can anyone tell me which PH version on VMS with Oracle server, first allowed SQL syntax to call stored procedures and or to declarecursors etc.

All series 8 versions allow SQL, including 8.00. However, I can't recall
how generally available 8.00 was. It was mainly intended as a server for
Axiant thin client. 8.10 and 8.20 were more generally available and were
intended for PowerHouse customers (as well as Axiant thin client) who
needed Oracle but not OpenVMS specific features. 8.30 brought everything
together.
