You might have to first set the license file equation as below
LM_LICENSE_FILE=/usr/cognos/powerhse/license/license.dat
export LM_LICENSE_FILE
and then check that both the cognosd and lmgrd processes are running

The standard way is to run phlic in the LM_LICENSE_FILE folder

Does anyone remember how to start a Powerhouse 7 licensing server (daemon)
on HP Unix (10.2)?
