why would you want or need a run-time license?

             Unlike PowerHouse on MPE systems, PowerHouse on the VAX uses a
             license manager to control the number of concurrent PowerHouse
             instances running.
 
             They probably have less development slots ( seats) than
             they have run time slots.
 
             They may also wish to prevent the users from compiling their
             own source code.
