Disabling the $ prompt from the action field

Hi

    Does any one know how to bar users from entering the $ prompt at the 
action field of a
    POWERHOUSE screen as this gives them access to the DCL prompt and also 
when ctrl y
   (interrupt)  is entered the user is able to get to the $ prompt. In the 
login.com file we placed a
   logout command which logs users out of the system when they leave the 
MAIN menu so they
   cannot get to the $ prompt. This is a secury measure to prevent editing 
of data files etc.
