In my experience with our PH application this error is almost always caused by an attempt to update the same record twice ... we had a lot of trouble in our application where we use date ranged records and it was easy to end up with multiple linkages and record complexes. 
 
I know in this example there is only one input file and no link statements but there is still implicit linking in building up the records to output.   
 
The error message is pointing to the file rpjctrl  -  I note that the primary key is a char*22  and  you are outputting at a sort key that is only 14 bytes. I would suggest that defining a more explicit output linkage to that file might  be a good start.
