Setting up powerhouse environments with ease in Oracle

Hello
We are in the steps of setting up Powerhouse to run with Oracle on an
AIX box.
Currently we have a environment variable in the PH dictionary called
$DATA, so when you are in any of the three environments the correct data
is getting accessed. Any ideas on how can we setup each of the three
environments so that we don't have to recompile the source for
development, acceptance testing and production?
Here is the cutdown development cycle;
We are using C-ISAM in all three environments; development, acceptance
testing and production which all exist on the same AIX box and have
their own object, PH dictionary and data files.
We compile programs in development using the development Powerhouse
dictionary and it's own set of data. We the move the compiled code and
PH Dictionary to acceptance for the users to test the program. The PH
Dictionary recently moved in to acceptance uses the acceptance data.
Once acceptance testing has passed, the compiled code and PH Dictionary
move to production to access the production data.
