Error "*E* Group 17 is empty." in ALIGN statements

Hi guys.
I am trying to develop a new screen, where we have 17 items on a single
row, in a cluster.
For some reason, I am getting this error "*E* Group 17 is empty.". There
is nothing "empty" about any of my placements in the ALIGN verb because
they are all within the single row limit of 132 chars per line.
Here is my align statements ...
align (1,,4) (,,9) (,,13) (,,22) (,,28) (,,32) (,,35) (,,46) (,,64)
(,,75) &
(,,84) (,,90) (,,99) (,,105) (,,114) (,,122) (,,129)
> *E* Group 17 is empty.
If I remove the last (,,129) align, I don't get the error. How does
powerhouse know what sort of field I am going to place at these
positions, if the cluster verb is actually much further down the code?
