Connection to Oracle DB failed

Hi everyone,
   
  Server Platform : Oracle 10g in Windows Server 2003
  Client Platform :  Powerhouse Windows 8.41D1 running  on Windows XP, Oracle Client 10g
   
  We have try using oracle client "SQL PLUS" with the command 
  "sqlplus user1/passwd1 at orcl", the connection is ok. 
   
  We declare the pdl as below:
   
  create dictionary c:\test\oracle\phd.pdc not preloaded
  database orcl type oracle open "ORACLE at user1@orcl/passwd1" owner dba
  load

  and we access quiz  as below and error appear :
   
  > acc file1 in orcl
  *W* SQL START DBE error (ORCL)
DMS-E-CONNECTREJECT, A connection has been rejected by the remote interface
during operation 'attach database'.
ORA-12154: TNS:could not resolve the connect identifier specified

  *E* The file file1 in orcl wasnt found in data dictionary
   
  >
   
  Anyone come across this issue? Please help
