Trap the writing of a file in a directory in Powerhouse

What is the external system?  After each FTP, could it run a remote command to kick off a DCL procedure, passing the file name as a parameter, that then runs your PH application?  We do this here, from an AS/400 as well as another OpenVMS machine.

Openvms

He is the scenario,

A external system will send a file via FTP with a different name every 15
min or more.  I need to read this file and process it in our application.

I know I can use a dec library to determine if a file is written in a
directory and then run the program but I was wondering if Powerhouse had
something like that internally.
