COMMAND vs DESIGNER

In QDESIGN, if I issue a "field" with the COMMAND verb and assign a
LABEL and ID to it, it acts like a menu item and I can directly access
the menu item and run an OS command. If I associate a DESIGNER procedure
to the same ID of that COMMAND, will the COMMAND verb take precedence
over the DESIGNER procedure or will the DESIGNER procedure ignore the
COMMAND verb?
Thanks
