Conditional Compile on HP-UX

We are migrating from MPE to HPUX and I have a problem with conditional
compiles of Qdesign.

On MPE, the compile was performed by QDESIGN CC=("XXX") whereby XXX is the
condition.
How is the sysntax of the command on HPUX ?!?
