ORA-08177: error

One of the solutions is to use COMMIT AT <n transactions> could be COMMIT at 1000 transactions.

Has anyone experienced this error when trying to ADD records from a subfile into an Oracle table? 
ORA-08177: can't serialize access for this transaction 
We get this sometimes, and other times we don't. It's weird.
