VMS to WINDOWS approach ( set lang SQL - gen database...) ?

using 'set lang sql' with 'gen database' in PH 7.10 on VMS, I think this
should work as I used it once with 7.33 on Unix.
I would assume that there has to be a database referenced in the dictionary
though; does anyone know if there are any pre-requisites, and if tables are
generated for RMS files here also ?
As for the 'Cobol start key' approach in qdesign, I tried it in PH 8 a few
years back also with relative files and it did'nt work for me.
