It's the Mailman list software in combination with some email clients.
 The Mailman software sends messages with an address like
powerh-l-bounces+davidrsowder=gmail.com at lists.sowder.com as the RFC
2821 MAIL FROM (a.k.a. Return-Path:) address to be able to better know
which addresses are bouncing (the bouncing address is part of the
address the message is bounced to, removing the need for human
guessing if it's unclear from the message body of the bounce).  It
appears that some email clients are using that Return-Path: header
address in the "quoted" From: header (why, I don't know) when
including the message during a reply and/or forward.

As for the wrong attribution, I think the client is intending for you
to pay more attention to what's after the "On Behalf Of".  My first
guess would be that Microsoft email clients such as Outlook are one
example of an email client that does this (based on what I could glean
from the headers of a few of the messages.  Gmail and Mozilla
Thunderbird are examples of email clients that don't do this.

It looks odd, but before the Mailman software was configured to do
this "VERP" stuff, the address we now see like
powerh-l-bounces+davidrsowder=gmail.com at lists.sowder.com were probably
powerh-l-admin at lists.sowder.com or similar, so it wasn't as in your
face or confusing.
