ADMIN: List Software Upgrade

With the Debian Linux "Sarge" (3.1) release being so imminent and 
security.debian.org now supporting the "Sarge" pages, I've finally felt 
comfortable with upgrading sowder.com from a stability and security 
standpoint.  As a result, the Mailman software has finally gotten a 
major upgrade.  Instead of 2.0.x, we're now running Mailman 2.1.5, which 
adds many useful things, the list of which I haven't looked at in awhile.

Over the next few days, I may be tweaking things here and there to take 
advantage of these new capabilities (better bounce management is one of 
them IIRC), so if you experience anything out of the ordinary involving 
the list that's not an improvement, please let me know so that I can 
investigate and correct as needed.
