2Gig limitation - is this limited to Unix or does it also affect VMS?

This problem is not limited to VMS, it happens on UNIX
as well. 

We had to set no formfeed, no heading to get it to
create the file correctly, but the statistics still
say it is creating a new page ever 10,000 records.
