Creation of fdl file

a) $ analyze/rms_file/fdl somefile.dat

b) maybe write a command procedure that runs once a day to generate fdl's?

      I am using powerhouse version 7.10.g3 and Data files created in the 
dictionary do not automatically generate .FDL files . I need to at least 
create an FDL file for a data file I need to use now.

a) Can any one give me a command line to accomplish this for one file.
b) Is there a way to get the Dictionary to automatically generate an FDL 
file for any Data file I create
