Except on MPE/iX, which uses tier-based licensing, there is a program named LMSTAT that will give you license stats. It may give you what you need. Check the Getting Started book (installation instructions) for details. If you don't have one or can't find it, supported customers can download it from support.cognos.com.

Subprocesses don't necessarily count, though:

$ quiz
...
Quiz> $qtp ...

is one licence.
We watch cognos$license:cognosda.log;* - that shows peak usage.
As far as I know that's the only way to track how much headroom you 
have/haven't got. I've a little DCL procedure that mails peak usage 
monthly or thereabouts.
It's embarrassing to find you've just taken on a bunch of temps for peak 
season, and they can't use the systems because you've not got enough 
licence.
You can also manage your licences - if you've a bunch of screens that 
sit in powerhouse all day, and get used occasionally, there's obviously 
scope for economy by having them exit to DCL between use - the downside 
is it'll take a bit longer when they are used. That technique can also 
be used as an emergency get around if you do get caught short.
