Powerhouse & Oracle on NT box

You should not have any problems running PowerHouse apps on AIX
accessing an Oracle database on Windows (or any other platform for that
matter).

PH uses the native OCI API (Oracle Call Interface) to access Oracle
databases, and so long as the Oracle Net client software is installed
and configured on the machine where PowerHouse is running the physical
location of the database is completely transparent to PowerHouse.

a Windows box will PHouse on the IBM AIX box still be able to talk to
