If you use powerhouseWeb on VMS your linkpage could write the blob-id to a 
mailbox make a link on the page and having a quick running in a detached
process or
batch listening to the mailbox and do the doblob command.
I have tried it works.

Anyone used PH web to extract blobs (ie: text files, PDF files, etc..) from
an RDB database and display on screen?  (windows)
