The problem was with the BUILDEXTERNAL command. This occurred in a new
environment that did not include all the programs of the old, so
buildexternal gave several warnings (not errors) which I thought I could
ignore. Once these were removed from the list file, a clean qkdriver was
built with no warnings and worked as expected.

  Although it has been awhile, I seem to recall QKDRIVER defaults to your
current working directory, which is where most of us usually build and test
this sort of thing.

However, I might have this wrong, as I've been away from Open/VMS for a year
now, suffering under MPEUCH (KLINGON FOR mpeix).
