Can PowerHouse "catch" an arrow key stroke?

I don't think you want the key remapped for all screens. Otherwise, you 
would
have enter each field on the screen to navigate around the screen.

You probably want to invoke a script to map the arrow for the duration of 
the
screen focus.

You may want to check with your terminal / emulator manual on how to do
this.

I worked with one customer who had remapped all his cursor movement keys.
He was using Reflections emulation and had a custom keyboard configuration
file. He was using LINEREAD mode over an X.25 network.

HP terminals allow you to program function keys so you could program a 
function ley
to be a down arrow plus carriage return ( <escape> D <control>M ).
DEC terminals as well allow you to program the function keys.
