It my company refused to pay people commensurate with their
skills and experience we could also claim that PH people were
rare.  The hours per day isn't the problem (unless you also
don't pay for overtime).

It seems after having made the bed you are having trouble
sleeping in it.

Bottom line:

Pay people.... they will come.
