DCL from QTP?

Could you use QTP to write out the data to a OpenVMS mailbox file and have an other program, perhaps DCL, waiting to receive the file and execute it as DCL?

OpenVMS 7.1 Alpha

I have a need to modify the OpenVMS User Authorization File once for each 
record in a file that is being processed in QTP.  If the file was being 
processed in Quick, I could use "Run Command" to run the Authorize program.

Anyone have any ideas on how I can simulate a "Run Command" in QTP's output 
phase?
