It doesn't matter. If the decision makers with a vested interest want it so
the money will be found. They will just make the case look like there is no
alternative!
A manager for a project I worked on did a cost benefit analysis of replacing
the PH-Rdb-OpenVMS systems with PH-Oracle-HP-UX systems that showed the cost
of keeping the existing systems would save the company MILLIONS of dollars.
The manager did not have a vested interest in the 'old' software/hardware
and did a very objective analysis. The CIO of the company wanted everything
to be HP/Oracle so the CB analysis was ignored (shredded, archived,
whatever). None of the cost savings the CIO touted as a reason for the
conversion eventuated so the company spent millions just to stand still!
Unfortunately rational logic doesn't always appear to the decision drivers
in our business. :(

Does anyone here have any idea how much it costs to convert a legacy system
(PH/COBOL/whatever) into Oracle, especially a huge financial system with
over 10gig of data and code!? What's scary is where is the money coming
from?
