sql from vms

I was under the understanding that it could via ODBC.  An example was using
PH on OpenVMS to access an Oracle 9 DB on a UNIX box.  What does the PDL/PHD
manual say about ODBC on VMS installs?

Looking at it (as well as freetds & unixodbc).

Can VMS Powerhouse (either 7.10G or the latest & greatest 8.xx) talk to 
foreign (MS SQL) databases ?
