HP-UX (Non)Function Keys

PH 8.23.D2 on HP-UX.  Terminal Emulator is MiniSoft 92.

The Problem: Quick does not recognize the basic function keys (F1 - F8).
The Message: (in any context) "The key pressed has been ignored. It has no meaning in the current context"
The function keys are set to their default values & original mapping in the emulator.  
The PHTICRS env variable is set to /opt/cognos/ph823d2/qkgo/resource/tic_hp.
The TERM env variable is set to hp2392.
Function Key support in QKGO is "Fixed Standard".

I've never worked with setting up this aspect of the package.
So, please feel free to share any insight - however basic it
may seem.
