We had the same thing happen when we had the old DEC VT340 terminals.  We found
that users were placing folders near and around their keyboards to work with
them.  These folders would be brought ever closer to the user and sometimes
placed on the corner of the keyboard.  This occasionally resulted in the folder
pressing the {F20} key in the upper right hand corner.  While {F2} is the normal
terminal print screen key, Powerhouse programmed this other key be the "List"
key.  Those great VT terminals would repeat the key over and over and VMS would
dutifully accept type-ahead seemingly forever.

Remember that all these emulators are emulating the old VT series terminals.
Also, these terminals had the dredded "Gold Key" Keyboards.  Very similar to the
PC keyboard, only different.  Perhaps the emulator has defined another key to
represent the {F20} key and this is being depressed by the user by accident.

Upgrading machines and software sometimes "clear the decks" of folders and books
so that may be why you might have cleared it up by upgrading.
