With us, it's more like, "WE think we ARE HERE! WE think we ARE HERE!"  That
is, until someone well above the fray (and the trenches) decides otherwise,
until they change their mind, etc. etc. until vagueness sorta takes over.

SO, "WE ARE HERE" until management DECIDES to no longer be UNDECIDED.  After
that, it's anybody's guess.
