The link you gave is not dead.  It leads to a download page and to 
 http://www.maff.ic24.net/Downloads/SubConv.exe  which is a 4kb file.

A note indicates certain versions of Window95 may also need 
MDAC_TYPE.EXE from microsoft.com.
