I did not intend to single out Netsysco or Tawnya here, and I hope no one took it that way.  She is also the unfortunate victim of bad timing.
But the issue here is not rates.  We all understand that markets change and the price of commodities fluctuate.  Sometimes we need to adjust our rates to compete.

But in the case of IT, the market rates are being un-naturally lowered due to the continuing lie of there being a shortage of programmers.  Yet, at the same time we are told there is a shortage of programmers, we see rates going down when they should be going up and more programmers losing thier jobs to lower paid foreigners on a daily basis.

This is much more the fault of the clients that use these agencies than it is the agencies.  Although the agancies do help contribute to the shortage myth by not explaining the rate game to thier clients.

In this case, the client wants top level skill at a bottom level rate.  If there were a shortage of programmers as is claimed, this company would get no repsonses at all, except maybe a fe sarcastic replies.  But this client knows that there is no shortage and some unemployed American programmer will eventually lower thier rates to compete with the H1B.
I still strongly suspect that this client is only interested in hiring an H1B.

It seems that I may have raised some issues with the mention of todays rate 
in my last email.  My intention was to set expectations correctly prior to 
having anyone show a strong interest unduly.  I am truly working within the 
constraints that the client has set.  I would happily only email about 
"$150 dollar an hour plus expenses" contracts if  that was feasible or 
honest.  We want to see this situation change as well.

I am still very interested in speaking with anyone that would like to learn 
more about the contract.
