While I've only dabbled in .NET I would say that it
supports any RDBMS with an ODBC driver and that it does
have an indexed file system that you can use for free -
JET -- and a very good SQL RDBMS called the SQL 2000
MSDE (free) . Admittedly these are not really for
hundreds of users, they will work for 20 or so
concurrent with no real problem.

As for being Windows only, the MONO project is porting
.NET to Linux -- http://www.go-mono.net/ .

.NET is really a suite of tools from Microsoft that
includes the latest
versions of ASP, VB, Visual Studio, etc.  The shops
that I know of that
develop using both VB and PowerHouse say it takes five
times as long to
create a functioning system in VB than PowerHouse. 
.NET only runs on only
the Windows NT OS whereas PowerHouse runs on many
platforms.  .NET doesn't
support all RDBMS's or have an indexed file system
support.  Microsoft tools
are notorious for security holes (Windows, IIS, SQL
Server, .NET) whereas
PowerHouse is not.  PowerHouse has application level
security and a data
dictionary, .NET doesn't.

If you REALLY want to dump PowerHouse then opt for
another 4GL that has OO
features such as Forte.
