alteredrecord condition

That's correct. To actually change ALTEREDRECORD, you must either change an
item value or mark the record for deletion (DELETE verb). Simply putting the
same value into the item will not change the record status. However, once
alteredrecord is on, it can't be set off by simply setting the value back to
what it was.

Am I right in thinking that alteredrecord condition stays false when you
find and edit a record but dont actually change anything e.g.

 - User finds record on DUMMY-FILE, REF-FLAG is set to "Y"
 - User enters id no for field but enters "Y" again

But if you do the following then alteredrecord is true:

 - User finds record on DUMMY-FILE, REF-FLAG is set to "Y"
 - User enters id no for field and enters "N"
 - User enters id no for field and sets REF-FLAG to "Y" again
