Strange Quiz data conversion error

The issue is when the DEFINE is evaluated at execution time, not when it's
declared in the code. If you use a defined item before it's declared using
the DEFINE statement, you'll get an error as always.

At execution time, the DEFINEs are evaluated as soon as the data needed is
available/read. That way they can be used in the SELECT.

We run Powerhouse version 7.10.G2 in VMS 7.1-1H2.

One of the responses on this topic stated that defines are evaluated in Quiz
prior to the select statement.

When did this change?  It does not appear to be that way in our environment.
If I code a select statement using a defined item before I've coded the
define, I will get an error message, and the select will not take effect.  I
must code any define used in a select prior to the select.
