I agree thank peer reviews, code walkthoughs, QA procedures make for a
better product. I have worked at a number of places on contract that not
only had no formal or informal processes like this but in fact had NO
full-time people who understood either PowerHouse or the platform. They
relied totally on contractors to come in when things needed fixing and
enhancing. This was typical of manufacturing plants.
While certification is not everybody's 'cup of tea', it will help not only
this type of Cognos client but also programmers as it opens their eyes to
'best practice' development methods. Many PH coders in my experience simply
"fell" into PowerHouse with no formal training either in the tool or
programming and analysis in general.
Even though I had PowerHouse training many years ago I sometimes shudder to
look at the garbage I produced in the beginning, even though I was skilled
already in 3GL tools.

I don't know about the certification program - that may well be worthwhile.
In my mind this sort of thing really boils down to an organization's
internal quality procedures. Ours is a very small shop, with several years
of experience. We take the tack that if someone is going to crank out ugly
code then we will institute formal code reviews by a senior analyst. Then
we get good, maintainable code and consistent style.

I believe this is why we need to have an international certification program
for the Cognos ADT tools. Nick Falkingham (where did he go?) at Cognos was
working on getting this in place but once he departed these shores it went
to never-never land.
Dear Cognos folks, can we get this program on track again? And NOT like the
self-purposed money making scheme that Cognos has done with the BI
certification please!
Such certification would allow clients to know more about the potential
quality they can expect from a programmer.

Amen! I've seen a lot of bad PH in my travels.
This may be one of the biggest problems with any 4GL. A good 4GL programmer
can create fully functional programs at something like ten times faster than
a good Cobol/C/whatever programmer. But a poor one can make a mess, also at
ten times the rate :-(
Maybe the rookies should write the new stuff and the experts should do the
maintenance.
