Data Access Error

I'll assume that the part number is a key. Now, is any of the datasets
involved a manual master? If yes, then you will be unable to change the key
value of any records in any of the detail sets without first creating an
entry with the new key value in the manual master. And you'll be unable to
delete or change the key value of the record in the manual master if any
records exist for that key in any of the detail sets.
So, first create your new manual master entry as a copy of the old entry but
with the new key value. Then change the keys on all the detail sets. Then
delete the old manual master entries.
Or you can unload all the sets into subfiles, erase the datasets involved
(assuming you have DBGeneral or Adage) and then reload the data from the
subfiles, changing the key values on the way in. This method might be better
from an Image internals point of view as you can sort the data before you
write it and you'll get a tidier result.
Minor grumble to Cognos: "DATA ACCESS ERROR" is such a helpful error message
:-( One of the casualties of the "all platforms" versions was the meaningful
error messages.
