Oh I have no doubt HPQ would dearly love to bag VMS.
But maybe there are issues with US Military contractual obligations to
keep it going for twenty years or so.

So why would they spend all that money? HP is not the
devious sort. They plan to bag MPE (?) and said so to
the world. If they wanted to bag VMS they had the perfect opportunity.
It would not have been a big shock to anybody if they had announced it
when they acquired Compaq.
