Two other quotas in the uaf you might want to check are Bytlm and Pgflquo.
We have many of our accounts set to Bytlm 80000 and Pgflquo 65536.

Dunno about QTP - I've only seen it with Quick.
To fix Quick, it's the various WSdef/quo/extent parameters (UAF & sysgen) -
I've got 2k/4k/16k - might be worth a try for QTP. Some of our batch
accounts (the main users of QTP) have similar quotas, one or two much bigger
(2k/8k/128k).
7.10G3 fixed a few accvio's, mostly in Quick iirc.
