You may be running into the ALIGN limit.

There is a limit of 20 alignment groups per ALIGN statement.  We state this
in both the Version 7 documentation and the Verision 8 documentation...See
[PowerHouse V8 online documentation] QDESIGN Reference > ALIGN.

Check the total number of fields on the screen. What's the number of
occurrences and how many fields are in the cluster and outside of the
cluster. In most cases, QDESIGN won't generate more than 99 field IDs and a
maximum of 255 fields per screen. You can get around the ID limit using ID
SAME.

One of our programmers has a cluster of 20 fields and wants to add another
but gets a message saying , 
*E* There are too many items in this list
What is causing this, is 20 the limit?
