AXIANT question data dictionary not found

3 possibilities below,

you can either use a ' set dict d:\mydicts\applicat.pdc ' statement as your
first command from within qutil 

or 

set an environment variable using the set command i.e. 'set
phd=d:\mydicts\applicat.pdc' at the command prompt

or 

set a 'phd' environment variable from the GUI window at (
start/settings/control panel/system/environment )


To see if a current value is set for phd, type 'set phd' in the command
window. If you reset a value, make sure you close and reopen the command
window or you will not see the updated value.

Have'nt used the product in some time, and am just trying to put a simply
little app together for personal use, but when I try to create XBASE files I
get this 
error which makes me feel very stupid.  
Can anyone point me in the right direction.
By the way I've deleted all the object connections are reconnected
everythingE* No valid data dictionary was specified.
