DAYS function not consistent

Boris Kortiak suggested that I check the time zone settings. We do not have a TZ
variable set on our systems. I checked both the "offending" system and one
other.

There is a file, TZTAB.LIB.SYS. Here is a compare of the files on the two
systems, where the first is the "offending" system.
