Powerhouse/openVMS compatibility

Dictionary format changed in 7.10.G but shouldn't be an issue here since the
query was about changing VMS versions, not PowerHouse versions.

I believe you're correct, apart from the dictionary: I think the dictionary
version changed recently (7.10F/G ?). An old dictionary is still usable by
current PH, afaik, but a new dictionary is not usable by an older version.

You probably need to restrict dictionary maintenance to the older system.
